Item C-1: Funding Agreement between Orange County and the City of Orlando for Pulse MemorialThe County will contribute a portion of the project costs for the Pulse Memorial to the City of Orlando. The County's $5 million contribution will be payable in three annual installments, with Payment 1 for $1.6 million due on November 1, 2025. Payment 2 for $1.6 million is due on November 1, 2026, and payment 3 for $1.6 million is due on November 1, 2027. Action requested: Approval and execution of funding agreement for Pulse Memorial between Orange County and the City of Orlando (County Administrator)
Item D-3: Funding Agreement between Orange County and the City of Orlando for Pulse MemorialThe new Orange County Animal Services Facility will replace the existing, outdated facility. Work under this contract consists of the construction of the Animal Services Building and Conroy Roadway improvements. The new facility will be a two-level building of approximately 123,419 square feet and will house 265 dogs and 194 cats. It will also include public, administrative, medical, and animal care spaces. The work includes phased construction, furniture, fixtures and equipment, site work, parking, landscaping, and utilities. Action requested: Approval to award Invitation for Bids for the Animal Services Facilities to Collage Design and Construction Group, Inc., dba The Collage Companies, for $49,253,584. (Administrative Services Department - Capital Projects Division)
Item D-5: Contract for Infant and Early Childhood Mental Health ConsultationThis item calls for approval of a contract for Infant and Early Childhood Mental Health Consultation (IECMHC) with Kinder Konsulting & Parents Too, Inc. The IECMHC program supports young children and their teachers in early learning settings, helping kids build strong social and emotional skills while reducing suspensions and expulsions. This project will impact several thousand [BW1] children by expanding the use of IECMHC to all Orange County Head Start Centers, while continuing to provide service to early childcare centers. Action requested: Approval of Contract for Infant and Early Childhood Mental Health Consultation, with Kinder Konsulting & Parents Too, Inc., for $2.05 million for a one-year term. (Mental Health and Homelessness Division)

Item C-4: The Quadrangle Planned Development, Tract 18A - Student Housing Development PlanTract 18A is entitled for 763 student housing bedrooms and has three waivers for parking, maximum height, and maximum student bedrooms. Through this Development Plan (DP), the applicant is seeking to replace a previously approved multifamily development plan and convert those units into a 763-bed student housing development. Action requested: Make a finding of consistency with the comprehensive plan and approve the Quadrangle Planned Development (PD), Quadrangle Preliminary Subdivision Plan (PSP), and the Quadrangle Tract 18A - Student Housing Development Plan (DP). (
